MANILA, Philippines -- The lead proponent in the House of the baselines bill is willing to drop the disputed Scarborough Shoal and Kalayaan Group of Islands from the measure’s definition of the country’s territory, as long as these are treated as a “regime of islands under the Republic of the Philippines.”

The chair of the Senate foreign relations committee will back the government’s position not to include the disputed Scarborough Shoal and Kalayaan Group of Islands in the baselines bill that is being rushed for approval to meet the May 2009 deadline set by the UN Convention on the Law of the Sea.
